    1. Dan,If by small city you mean 500,000 people in the METRO AREA, perhaps not. It would have to be somewhere with the money for the overhead (sorry, South), a large airport or rail depot to connect it with other cities (there goes most of flyover country), and it would need to have those dense development patters (peace out, Caf)aornil!iPerhaps there are a couple of small cities in New England? I don’t know how sprawly those towns are though
